The PAL version of this game will crash if you press Fire when arriving at the headquarters building when it’s flashing. A fixed version was later re-released by HES.
Notice that the NTSC version of this game was also released in a bigger box type (with a lightblue glow around the title on each box side).

    Actually, i wondered about this and played the PAL version for roughly an hour yesterday and at least my cartridge doesn't crash when entering the GHQ when it flashes. Apparently, there was a fixed PAL version being distributed as well.
